Ok. If I decrypted the question correctly, you are asking for an endangered language, and also for a people that are also in danger of extinction.

My guess for the answer would be the Ainu people and their language. The Ainu people mostly live on the Japanese island of Hokkaido. The language was also once spoken on the Kurile Islands, the northern part of Honshu, and the southern half of Sakhalin. It is generally considered an isolated language, not related to any other language, and there are approximately 1000 native speakers left on Hokkaido. The language is getting more common, though, thanks to a big revitalization movement started by late folklorist Kayano Shigeru.

But what all this has to do with a desert...? I have no idea. Maybe an additional clue would be in order?

Already a person answered, but also asked for additional clues.
Well, since apparently some people informed me that the deciphering of my post was a bit ...difficult...,
I will help you a bit...but not too much, unless you want more help;-)

-Two crypted words mean and are the same (are congruent), but are spelled in two different ways in my crypted post. Both of them are missing an 'i'

-As for the answer, the word 'Desert' is a significant clue, as well as
-the punctuation marks.

I have a new answer to your quizz. A more well-founded one this time. :)
If I got it right, the first part of your encrypted question reads:
So, the question asks for a language in way of extinction:
HINT: Also the name of people, also menaced by extinction.

I'm guessing the wildly used punctuation marks in !K a!.N!t !.m--.! refer to the phonetic markings of the !’O!Kung language. And the hint about the desert seems to point towards the Namib and Kalahari deserts, which border the area in northern Namibia and southern Angola where the !Kung people live. The language is certainly exclusive, having one of the biggest sound inventories in the world, with 48 distinct click sounds. The language is spoken by about 15 000 people, but it's becoming rarer as the area gets more and more infused with Khoi and Bantu farming settlers.

Ok, I have no clue about the answer this time. But let just post me the decryption of the question and some wild guesses. So, this is what I decrypted using every high-tech available to me:

"Actually, this time I decided to crypt the question.

Once you got that, it's easy to get the 2nd...Think Desert."

So, this would mean to me that Ilja is asking for some almost extinct language, maybe from some desert tribe... And one where the name of the language is the same as the name of the some people, maybe the people speaking it (maybe in English)... Problem is, there are quite may of those. Look here for example.
So, "Anfillo", "Defaka", "Terik ", "Ogiek" or "Lufu" would fit (and that's just African languages). Maybe also one of the Khoisan languages of the Bushmen... (at least the exclamation marks would make sense then!!!)
